    The Implementation of The ECOWAS Regulation on Roaming, Stakeholder Engagement, and Knowledge Exchange on the OAN

      This three-day, in-person workshop is designed to strengthen regional capacity within ECOWAS to advance roaming and digital integration initiatives while progressively aligning with the continental vision of the One Africa Network (OAN). The workshop provides a strategic platform for policymakers, regulators, and regional institutions to exchange knowledge, share best practices, and collaborate on practical approaches to harmonised cross-border telecommunications and digital policy frameworks.

      Participants will gain valuable insights into the OAN framework, lessons learned from other Regional Economic Communities, and the technical, regulatory, and commercial considerations required to implement interoperable roaming environments across Africa.

        Global Regulations, Institutional Development and Market Authorities Perspective Toolkit (GRIDMAP)

          This course equips regulators, market authorities, and ministry policy leads in emerging markets and developing economies (EMDEs) with a practical command of GRIDMAP - the World Bank's Global Regulations, Institutional Development and Market Authorities Perspective Toolkit. GRIDMAP is a diagnostic framework that defines a Minimum Package of policies, institutions, and enforcement practices needed to build trustworthy, safe, and contestable markets.

          The course follows the GRIDMAP five-step methodology: define the Minimum Package and survey, collect data from authorities, validate and analyse, construct the Pillar and Overall Assessments, and report results through narrative, graphics, and an online dashboard. It is anchored in pilots across Africa and Latin America and the Caribbean while remaining applicable to authorities across all EMDE regions.

          Data Governance Foundations and Implementation copy 1

            This course introduces the foundations of data governance for African public institutions, organised around eight interconnected pillars: policies and legal frameworks; leadership and governance; institutional structures and capabilities; digital public infrastructure and capacity building; data governance architecture and management; stimulating demand for data; funding considerations; and creating a data value chain. Five modules guide you from foundations through implementation, with a final 10-question assessment and a course certificate on a passing score (60% or higher).

            Data Governance Toolkit for Navigating Data

              This course equips African public institution leaders with a practical toolkit for governing public data across its full lifecycle. Based on UNESCO's data governance framework, it examines why public data needs deliberate governance, how principles translate into decisions, who holds which responsibility, what must happen at each stage of the data lifecycle, and how institutions can assess their own maturity and plan improvements.
