Policy Strategy and Implementation for Data Centres and Cloud Technology in Africa

This course equips learners with a deep understanding of the policies, strategies, and technical frameworks necessary for developing robust, secure, and sustainable data center and cloud infrastructure across Africa. Drawing directly from the continental blueprint developed by Smart Africa and its partners, the course provides participants with the knowledge to align national and organizational strategies with global best practices while ensuring data sovereignty, economic growth, and technological resilience.

Learners will explore IT outsourcing policies, data center classifications (e.g., Tier levels, private vs. cloud), cloud computing strategies, financial models (CAPEX vs. OPEX), governance, and security frameworks. The course will blend theoretical insight with practical case studies, enabling participants to design, implement, and manage infrastructures that address Africa’s unique challenges and opportunities.

Welcome to your course on Building Smart Villages in Africa!

Smart villages are local communities that leverage innovation and technology to provide or improve key services and address local challenges. This course presents the pilot project outcomes for achieving universal and meaningful connectivity in villages in Niger that were previously disconnected from the digital world.

In doing so, this course unpacks the concept of smart villages in more detail. It looks at the **prerequisites** of smart villages, including the whole-of-government approach and political will, and the **four phases** of building them (Analyse and Plan, Design and Develop, Deploy and Implement, and Monitor and Evaluate). This knowledge will enable you to analyse the steps required to build them within your local context, emphasizing the need for collaborative, sustainable solutions, and a bottom-up leadership approach.

              Learning Outcomes

By the end of this course, you should be able to:

              • Examine the **prerequisites** (Whole-of-Government approach and Political Will) for building smart villages in your localised context.
              • Analyze the **four phases** (Analyse and Plan, Design and Develop, Deploy and Implement, Monitor and Evaluate) and their steps for applicability in your region.
              • Apply the **bottom-up, citizen-centred approach** to designing digital services tailored to community needs (Health, Education, Agriculture, etc.).
              • Accurately implement and sustain the transformation of local villages into smart villages using the recommended blueprint.

              Who is this course for?

This course is designed for **policymakers, government officials, development partners, and community leaders** across Africa. It is highly valuable for individuals who are:

              • Involved in planning, designing, or funding rural digital transformation and connectivity projects.
