Welcome to your course on Policy, Strategy and Implementation for Spectrum Management in Africa!

This course is designed for African policymakers, regulators, and public sector leaders who decide who uses which radio frequencies, on what terms, and at what price. Most spectrum decisions go wrong not because the engineering was misjudged, but because the policy treated a finite national resource as if it were simply cash to be raised at auction. A public-interest approach to spectrum flips that around. It weighs revenue against coverage, competition, and efficient use, anchors every choice in real African conditions, and keeps the radio environment usable for everyone who depends on it.

The curriculum opens with the foundations of spectrum as a finite national resource and the five policy objectives that govern its use, then walks through the global and national regulatory architecture, from the ITU and the World Radiocommunication Conference cycle down to your own national table of allocations. You will compare the exclusive, licence-exempt and shared authorisation models, learn the four tools that protect spectrum integrity against interference, see how public-interest objectives reshape decisions, and finish by future-proofing for non-terrestrial networks, LEO satellites and cognitive radio. The course closes with a confidential ministerial challenge on a 5G mid-band auction priced 40 percent above market valuation.

By mastering these concepts, you will be equipped to weigh competing spectrum objectives, choose proportionate authorisation models, protect the radio environment from interference, and design spectrum decisions that serve the public interest in your own local context.
