This course is designed for curriculum developers, education officials, and ICT-in-education leaders who want to build lasting ICT capacity across an education system. Most ICT-in-education efforts fail not because the schools lacked devices, but because the hardware arrived with no curriculum, no trained teachers, and no clear sense of which approach it was even pursuing. This course flips that around: it treats the curriculum as the real lever, ties every recommendation to its stakeholders and preconditions, and gives you a structure you can adapt to your own context rather than a programme to copy.

The curriculum sets out why the curriculum is the lever that carries knowledge, skills and values into a digital age, then turns to the TVET sector and the six levers that strengthen it. It works through seven recommendations for building ICT capacity, each as stakeholders, context, strategies and preconditions, and puts them into practice through four higher-education interventions in sequence and two rural case studies. It closes with a readiness self-check and an ungraded project, designed so you can act on ICT capacity without repeating the mistakes of programmes that bought hardware no one was ready to use.

By mastering these concepts, you will be equipped to design and lead an ICT capacity strategy that works through the curriculum, strengthens TVET, sequences its interventions in the right order, and is grounded in the stakeholders, context and preconditions of your own education system.
