This course is designed for policymakers, education officials, ICT regulators and programme managers who want to develop ICT skills at scale and close the digital divide across Africa. Most ICT skills programmes fail not because the ambition was wrong, but because they were built for infrastructure that was not yet there, copied from a context that did not match, or scaled before the basics were in place. This course flips that around. It starts with what you actually have, reads each setting honestly against its peers, and matches the response to the gap that is really holding progress back.
The curriculum reads the African landscape through a five-cluster framework and the six challenges the clusters share, then works through five recommendations for an enabling ICT environment, each with its stakeholders, strategies and preconditions. It weighs affordable low-tech solutions that reach learners the internet cannot, and studies Pix, a real cross-border digital-skills platform, as a working model. Two principles run throughout: start with what you have, and promote regional collaboration.
By mastering these concepts, you will be equipped to locate your context among the clusters, name the challenge that binds it, apply the enabling-environment recommendations and low-tech solutions, and design a concrete ICT skills plan grounded in your own local context.
