Welcome to your course on the Three Pillars of E-Payment Ecosystems!

This course is designed for policymakers and regulators who want to make cross-border e-payments work across Africa, where the same wall keeps appearing: rules that conflict from one country to the next, payment networks that cannot exchange funds, and uneven protection for the people who use them. Most cross-border payment reforms fail not because the right recommendation does not exist, but because it was copied from elsewhere instead of fitted to one local context. This course flips that around: it gives you a shared way to read any challenge through three pillars, then choose and structure the recommendation that actually fits your country and a neighbour.

The curriculum unpacks the African e-payments ecosystem and why harmonising it matters, then takes each pillar in turn: a conducive policy and regulatory framework, enabling infrastructure and interoperability, and a business ecosystem with strategic partnerships. You will read the recommendations grouped under each pillar and what they fix, from data governance to payment rails, then see all three applied together in a worked East African Community case. Throughout, the work stays anchored to digital and financial literacy, gender equity and financial inclusion.

By mastering these concepts, you will be equipped to read a real cross-border e-payment challenge through the three pillars and select, structure and defend a fitting recommendation for your own context.
