Welcome to your course on Skills and Strategies for a Digital Economy!

This course is designed for policymakers, education and ICT leaders, and development practitioners who want to build the human side of a digital economy. Most national skills plans fail not because the curriculum was weak, but because the skills were taught with no line of sight to the jobs and the cross-cutting conditions that let those skills pay off. This course flips that around: it starts from a clear definition of digital skills and the levels of competency, ties every strategy to real demand and inclusion, and gives you a structure you can adapt to your own context rather than a programme to copy.

The curriculum defines digital skills and the three levels of competency, sets out six strategies for closing the youth ICT skills gap, and works through the cross-cutting issues of a digital economy (integrated ecosystem, data, emerging trends, green ICT, security, and the policy and regulatory framework), each with goals and strategies drawn from Kenya. It closes with the indicators that measure each issue, a readiness self-check, and an ungraded project, designed so you can act on the skills agenda without repeating the mistakes of programmes that trained people for jobs that were never there.

By mastering these concepts, you will be equipped to design and lead a digital skills strategy that is matched to real demand, inclusive of women and rural learners, measured by clear indicators, and kept current as the economy changes, in your own local context.
